Levítico 16:8

8 He is to cast lots for the two goats - one lot for the Lord and the other for the scapegoat. The meaning of the Hebrew for this word is uncertain; also in verses 10 and 26.

8 And Aaron will make selection from the two goats by the decision of the Lord, one goat for the Lord and one for Azazel.
